Scenarios describe different states of technological, economic and social developments today and in the near future. The description of possible future states will be used, among others, to explore ways of getting there, in particular in order to identify needs for action (e.g., adaptation of the legal framework, governance requirements, necessary research funding). Scenarios without explicit reference to the future serve to visualize existing technologies and social conditions and to make them manageable. Scenarios can also be used to point out technological development paths that have received little attention previously.
